Orange City Council has been participating in the Museum Advisors Program since 2002. Exhibition and research projects developed by Advisor Kylie Winkworth and Council community Liasion Officer, Allison Russell between 2002 and 2009 included Watermarks (looking at the role water plays in many aspects of community life), Half a World Away (highlighting post WWII migration to the region, developed in collaboration with the Migration Heritage Centre) and most recently Orange Blossoms
A $200,000 Museum Sustainability Program involving ArtsNSW, Orange City Council, Blayney Shire Council and Cabonne Council was also developed during that period. The project involves a mixture of joint marketing initiatives, an upgrade documentation, staff training and physical improvement of the 12 participating museums.
In early 2010, Richard Wesley of Museum Planning Services Australia was appointed as the Orange Museum Advisor. He has since focused on maximizing the impact of the Museum Sustainability Program and advising Orange City Council on the planned $5,000,000 redevelopment of the Orange Cultural Centre. The later project includes the creation of a new museum component within the complex. He has been assisted in this work by fellow museum consultant Margot Jolly.
Richard has a strong interest in promoting visitation to Central West Museums and developing the tourism potential of important Heritage sites such as Wentworth Mine at Lucknow
